Stray dog what can i do?

I am feeding a stray dog ( a podenco) she has just had pups in the wild and i have removed them from her and we plan to re home them.The mother is not in a good state but we can not get close to her to catch her she allways keeps a distance so all i can do is feed and water her but she is constantly scratching and losing weight ,i think she is probably infested with tics and fleas and possibly has or will get leishmania,does anyone know if you can get medication that can be added to food that i could give her to relieve her suffering.we live in a rural area of Spain so there is no RSPCA or similar and not a lot of local sympathy so any ideas.
