Is Yahoo Answers designed to divide people?

Y!A is a question and answer forum, which is open to anyone that wants to use it. The difference between this forum and any other internet network forum, is that you can't pick and choose [for the most part] which people you can choose that will answer, ask, or comment on a question or answer.
