I need help with trying to figure this movie title?

Its from tales of the crypt, and its about these two cops, and they are out drinking and one of the cops kills the other, and throws him in a well. He comes out later and kills the cop. I remember this one scene with a guys head on a weight with blood around him. I need help finding this movie out, thanx!
